No, but it's safe to assume the 中の人 was someone completely unrelated to anime/game industry with a normal job; doing work for him would not only conflict her regular schedule, but might be also problematic if her official contract doesn't allow sidejobs.
Sugita often talked how hard it was to "create" her voice (and stated it as one major reason when he finally went TS) and once pretty much implied he visited her workplace and spoke with her bosses to let him use her as AGRS. I didn't spend much thought on it back then since I knew nothing about the circumstances, but thinking on it now it's pretty amazing how she appeared in so many official games.
