That's called 'preference'.

That eloquent, if verbose, style has it's market. It was especially prevalent 100 or so years ago, but has declined somewhat in recent times.

It's as 'unconscious' as basic manners are in Western culture. Which is to say, those actions are very conscious and deliberate. Most are used to better express feelings or put a listener at ease, but it depends on the speaker and the context.

Also, Japanese isn't tonal, the inflection is largely for distinguishing mood or questions. This is part of the reason So many Kanji are homophones, the Japanese were unable to use the Chinese system of tonality (because the Japanese language isn't tonal), and they approximated the sounds the best they could, ending up with a lot of Kanji which sounded the same in Japanese (losing the tonality that distinguishes them in Chinese).

Remember, in Japanese, to be 'polite' is the 'neutral mode' in communication. Or, rather, if you are not polite, then you are being rude. There's an entirely different way of speaking if you actually want to show politeness and humility.
