Well you see Kan, when a werewolf reaches maturity she experiences a fantastical life changing even where she becomes a proper woman, this event is completely natural and is the quintessential hall mark that the werewolf can now produce offspring.
Such event can have significantly different effects from werewolf to werewolf, many of them quickly and easily accept the new hormonal and psychological changes that incur, while some of them, however, have more trouble coming to terms with the new feelings and emotions their new bodies are experiencing.
Such difficult in coming to terms with these changes can have many different reasons to occur, most of them in civilized societies happen due to the taboo that comes alongside the coming of age of a female. There is much pressure within society for a woman to pick a proper partner and be very selective, as it usually comes to being a far greater commitment for a female than a male as harboring children can be an exhaustive deed with many changes and consequences also following along.
EraTW™ Kagerou's as an example, is a proper lady by society's merits. She is very chaste and puts great value in her maidenhood and does not easily accepts or trusts into random males who have clearly begun to show great interest in her. She is no fool and can see the writing on wall based on Kan's intentions, whether or not those actions on her part are justified or not are irrelevant, as Kagerou is a bit more special than other werewolf of her kind which currently don't exist.
Kagerou in particular is, in simple terms, a nervous rack. She understand that being the last of her kind puts her on a very precarious situation where her urges are knocking on the back of her head quite frequently and strongly, however as we have discussed before her inclinations towards chastity and pregnancy are exceptional meaning that at this very moment she is going through quite a dilemma.
With the prying eyes of males like Kan around her and as her urges and inclinations begin to take control of her as her body prepares itself to enter the most fertile part of a woman's menstrual cycle, Kagerou comes to the conclusion that the most adequate solution to her dilemma is to simply flee and maintain herself hidden until the urges naturally subdue themselves once more so that she can return to her normal life.
As such, it is evident here that engaging with this werewolf into a mating process will not come easily as it will require that males like Kan display an exceptional amount of devotion, confidence and commitment to getting closer to her in order for her to pass through the immense mental hurdle that is accepting a male into her life. Perhaps, conquering her love would suffice to gaining her acceptance.
