Wrong. For example, if you feel that your opponent is going for a quick hand (e.g. he calls a yakuhai during the first 2 go-arounds), and you already have a couple pairs and a bad hand overall (useless winds, terminals, shuntsu), you can decide to play it safe and go for chitoi. You'll be discarding tiles already discarded by someone else, and thus avoid dealing into one of his hypothetical pairs. With luck, you can complete chitoi faster than he will complete his hand. And if you aren't lucky, you can at least avoid dealing into his hand because of the advantage that the pairs give you (more information than a single tile, and if you have a safe pair it gives you two turns to draw more safe tiles). That's why chitoi is a really good defensive hand.
