You do realize the accord only applies for as long as they are an exchange student, right? The yuki-onna in the series outright has her former host as a fiancee now that she's completed her homestay.

Also, its pretty blatantly shown that many of the exchange students ignore the "no sex" rule. The Expo basically had the meeting rooms for homestays be sex rooms for the new couples. So long as the couple is at all private about it nobody cares.
