Since I haven't explained what this actually does yet, this is really just the Lunar Veil from SSiB, which was apparently very poorly translated.
What it does is cut down the travel time to and from the moon significantly, by capping it at 120TSP/40 minutes.
Amusingly, this also means that for some trips, such as going from the Myouren Temple to the Mountain Summit, it's actually faster to use the moon as an in-between rather than making the trip directly.
