Fate (at the beginning) - I want to save as many people as I can. (By the end) - A hero is only a cleaner.
UBW (at the beginning) - I want to save as many people as I can. (By the end) - Even if at the end I cannot achieve anything, I still want to follow this path.
HF (at the beginning) - I want to save as many people as I can. (After acknowledging Sakura's situation) I cannot sacrifice her, even if she is guilty.

He realises quite that much on Fate route as well. He accepts a hero is only a cleaner, that he cannot change nor redo past events, that his altruism can be a burden to others, that by the end there won't necessarily be a reward, that he can try as much as he wants and still end up hated by the end. He realised all those things, and still thougth his and Saber's ideals (which are pretty much the same) were beautiful.

Honestly, I do not know why people dislikes Fate route so much. Certainly, Shirou is not as independent and badass as in the other two routes but, he accomplished things with his own power. Also, unlike Heaven's Feel, Fate and UBW are the beginning of a story (Shirou's).
