Nobody knows what the studs are for. The ancient joke is that her ears are fake and can be taken off.

The only speculation I've seen that tried to explain it in more detail suggested officers like Reisen have their ears amputated to allow wearing of helmets without holes, or that the studs double as receivers for some sort of lunar equipment.

Of course that theory and others similar to it belong nowhere outside GRIMDARK Gensokyo.
