It doesn't have to, given the context of the line in the jabberwock profile is comparing the strength they once (as a vanilla dragon) based their pride on to the lewdness they now value. As such it seems reasonable to interrupt the physical abilities listed (included their steel-proof skin) as applying to vanilla dragons as well.

And also, why would the Queen of Hearts give them tougher skin than they already had?
