i agree with op, i think sex should be consensual, or rather, consensual from the girl's point of view, i think the government or police should enforce consensual sex, make sure the paper work is in order and everything is signed accordingly, then they can proceed to do sex in a monitored environment where the session can be stopped immediately if the participants or non-participants wishes to.

also the male should be hold accountable for up to 3 months after the completed consensual intercourse in case the female should regret the intercourse, which would make it rape.
