Shinshumaru isn't worth it unless you're putting sokotei in her expansion slot. If you're not, then you're better off using Yubari for the free radar slot or Nissin for rocket AA. Either way, you want to upgrade your sokotei and daihatsu as high as you can.

Ise and Hyuuga will cover air power and anti-PT better than Chitose and Musashi. If you can't switch them out, you should still be able to fit a radar on both of them, which frees up Yahagi and Mogami to focus on boss killing.

Command center is not very useful here because you'll lose boss routing anyway if you retreat any of your DDs or radar carriers. If you insist on using it anyway, you'll at least want to place Kasumi and Ushio in higher priority slots than Suzutsuki or else you'll accidentally lose one of your radars. You'd probably be better off putting an AP shell or radar in that slot instead.
