Why is (x)go Jozu bad?

I know if a Japanese person says it they're not being sincere like "Nihongo jozu" is like"wow your gaijin brain can actually perceive the basics of our language on a child's level congrats"

But when someone from the US says "Eigo Jozu" shouldn't the Japanese speaker actually feel good? I say this shit all the time to Aki and Sora and sometimes Towa rarely to Haato, I think it's appropriate for the girls
