Some of those became important in later games (Reisen, Tewi, Prismrivers and Mystia saved the day in PoFV), Letty was obvious suspect for the spring stealing so she was automatically relevant in PCB, Keine was needed to defend humans in IN's story, Meiling was somewhat relevant for showing Remilia's influence to the player, but not for the outcome as whole for EoSD.

I agree that Parsee particularly didn't have reason for appearing even though she's a nice character.
