I'm not being vague. If Senko mentions 本城 then the requirements apply to the main castle only, if it does not then the requirements apply to all castles. Regarding the level, I've been getting more success (and huge success) from explorations by sending more higher level castles rather than only one high level as the main castle. Goes from 50/50 with 0 huge success to around 70/30 with some huge success.
