You do have to take into account that the Holos are carefully chosen based on their personalities, and it was a case of avatar first, person second for. Also said person either a has a ridiculous past (Subaru, Watame, Mori) or have very concerning issues (Aqua, Pekora, Noel)

There's an element of crafting but at the same time they give a leash to let these people be themselves because they are already colorful without the avatar
