You don't need to be a /jp/ expert to know that the only plausible explaination for the meme is that butthurt secondary Sakushit fans needed a way to slander her in revenge for their precious little bitch not being playable, so they actually invented one by implying that she convinced ZUN to make her playable by sleeping with him, nothing less, nothing more.
It can't be a coincidence that literally every person I talked to that slandered Sanae always turned out to be a Sakushit fan by some freak chance.
