I'm one of the ones working on translating the User Interface. The work on the commands button was my own, and then someone from the server applied some polish to it.
The Shoddy Touhoumon server is working constantly to make sure the game is translated decently, so please wait warmly for updates! (or keep an eye on my blog, i'll probably post about updates there)
