The manga explains this, Chapter 24, confession 3

But only kind of, the accomplices believe the murders are going to be fake at first, then they're bought or threatened or killed after they discover they're for real.

Genji is the only one that knows the murders will be for real from the start.
The game badly tries to hint the initial murders were supposed to be fake in Ep5 and 6, where the first murders were an act.
