The cope answer is that they'd feel entitled to add new stuff in for a re-release similar to mahoyo getting hd assets and voice acting. Releasing the base game from 2004 + translation probably wouldn't cut it in their eyes. Hence, a re-release requires some polish-up work according to them and they'd rather not bother with it.
The realistic answer is that they simply do not give a shit about overseas. It won't even be easy money since they are already drowning in gachabucks.
