I simply just cannot get this event to trigger in NG+. I'm quite sure I've done all character events, and I saved everyone from getting their rape scenes. Yet I can get it on my first playthrough when I go back and watch all the hidden memories. The only difference is that I have the power balance of the factions a little different. So I suppose the condition is to have 20+ on the red houses. I guess I'm not doing this in NG and I just have to clear chapter 9 again in NG. I just wish I didn't pick hard difficulty now because it's a little tedious.

Anyone else here who got this event that could confirm what power balance they had for the factions? Spoilers from the end of chapter 7 of IMM.
