Seems to me they decided to get Japanese clippers to work for an "official clip channel" and then have their translators provide the English subs, or something like that. This way the translators wouldn't have to make the montage themselves, could conceivably work on more clips and the Japanese viewership wouldn't have to subscribe to an English channel dedicated to EOPs. Not to mention that Japanese subtitles would already be in the original clips, speeding up the translators' job even further.
