Well, I would say a good understanding of lightning and shadows is the most important part, along with knowing how to make it attractive looking. Don't put too much highlights on the outlines of the characters, too much artists do that and it looks terrible. By the way, I use photoshop and basic tools like classic/blurred brush and smudge.

I mostly learnt by studying other artists directly (rather than tutorial/books and lessons) so you could do the same thing. Try to do things like your favorite artists as much as possible, without ending like a clone. Rather than copy them, understand ing and learning how their drawings works and what makes them appealing is the key.
