But will it? When? - I think it's implied that it's either not happening any time soon, or not happening at all. Usually he "comes back" instantly or not at all. Like during the 17 pieces sequence, he starts vomiting and crying rather than remaining apathetic.

Well that's the thing - Shiki would never willingly give up his life well, the one time he does the circumstances are rather unique, and even then it's counted as an unique bad end. it feels more like a Nanaya thing to give up recognizing futility, rather than out of some sense of despair and actually wanting to die.

I doubt he'd have an easy time against a physically superior creature actually aiming to kill him, in a straight up fight.
Although since he mentions Arc, it seems that either he's unable to win without getting badly hurt, and can't ensure Arc won't revive after that, or he simply believes Arc will come back no matter how many times he slices her up so it's meaningless no matter what he does.

He's not exactly in peak Nanaya mindset during the killing. But yeah it's pretty unclear why he's worried, might be as I said above about her coming back regardless.
