Well, it is advice that brought me this close. But anyway, here it is. (I was previously running Jun'you instead of Mogami, and Shigure+Isuzu instead of Shimakaze+Naka)

It's also my fault, I just kind of dropped the game mid-spring event, and I'm doing this one with the leftover resources from then.
