Japs like to think of the west as large amounts of rich untapped oil. The best shit they've gotten from the west is crude ass oil from filthy weebs, while having the good stuff largely untouched. They desire those shekels more than anything and are willing to practically give everything up for the slightest chance to get them.
To answer your question, It's because they're doing so well domestically that they're taking the risk on a western audience, or at the very least the asian market that's making kpop groups more popular than Perfume will ever be.
