That's all. Thanks for helping test things out! Was a bit pessimistic at first, but it ended up being extremely informational!

For posterity; the issue appears to stem from the pedestrians spawning on or near custom map objects, likely relating to the models collisions. Standing around shooting stuff for 5 minutes in Grove Street yielded no FPS changes, while doing so at the SDM yielded a consistently declining FPS to as low as 20, and Akina a more modest ~40. An area of custom mapping in Genso with more well-done collisions however managed to keep a constant 60 FPS even with the maximum number of peds spawned in. I was pretty worried this was something I'd have to shelve for a long while, so I'm glad to finally know what the issue is. It's one of the funner things I've gotten to work on.
