Hmmm. It's really a hard choice. If I had to chose, I would probably select the panties because it shows Maria in a more naked state. If you remove the nipples on the dress sprite, it just seems like an alternate dress for Maria, but where it shows more her torso without revealing too much.
It wouldn't make sense to have Maria wear a dress when everyone else is naked, right?

An alternate solution would be to possibly create alternate designs. By that I mean that the cast would be half naked rather than almost/completely naked.
Like Bernkastel and Lambda keeping part of their skirt. That wouldn't make Maria the odd duck of the group.

No, Bernkastel was freed after Rika gave her a name. Hanyuu implies that she was fully created once Rika gave her a name, and then resented the fact that she was born simply to entertain Hanyuu, so she traveled into the meta to destroy any kakera with hope.
