Actually they literally said this about a week ago.
Or at least, they said masks aren’t required outdoors. Mostly because they just opened for foreign tourists and they know foreigners wouldn’t have worn them outside anyway.
However I doubt it will make a difference, even though the government “officially” said it.
Japanese don’t necessarily blindly follow the national government. Rather they blindly follow other Japanese.
