It is a well-known phenomenon. All japanese media portrays france as some kind of real-life disneyland, romantic and magical place. Basically, what France actually was not so long ago. And it's a dream of many young japanese girls to travel to France and see the fairy land themselves. If they actually do, they always experience a harsh cultural shock, because their expectations are so vastly different from reality.
Basically, France changed, but japs' image of it did not.
