Depends what sort of cosmology you go by.

If you go with the idea of immortal souls, ghosts are impossible to kill or otherwise destroy since they are the only permanent component of a living being. Getting rid of a ghost in that scenario depends on the possiblity of travel between different parts of the associated afterlife.
Or if you want to go with the parapsychological scenario, with ghosts being imprints that linger around after death, you simply have to be patient. In that scenario ghosts, although already dead, may indeed "die" and simply disappear, given enough time.
Or in the case of reincarnation, you got the idea of an immortal soul and a permanent consciousness that is entirely or partially "formatted" with each incarnation, creating a new person distinct from the previous.

Folklore and religion doesn't leave a lot of room open for destroying ghosts, but know there are a lot of methods in modern fiction. Especially in settings where souls are considered physically measurable.
