I think that losing Kaguya probably troubles them even more so, given that we know that she can use her manipulation of eternity to create pure lands, which would be fundamental to keeping the Lunar Capital in working order and stave off its inevitable end.
When she was summoned back after her "exile", they presumably intended to lock her up similarly to Chang'e (who for some reason has control over the moon rabbits) and continue to use her for their own needs, which explains why Eirin betrayed the other emissaries and hid her on Earth, instead (though she didn't really have more freedom there, either, until the events of IN).
The common rabble presumably doesn't know about any of this, given that we know that the top brass keeps important things hidden from them, such as Junko's existence, and that none of them were even aware that they had been hidden in the Dream World for quite a while when Clownpiece rampaged across the moon.

To be honest, I'm not sure if I can make much sense of how the moonies are supposed to think, given that they do stuff like appoint Eirin's own students to replace her as the leaders of the lunar emissaries after Eirin so blatantly betrayed them. Who the hell would even trust them with such a position, especially given that they clearly made no effort to bring Eirin to justice?

dreamt I was watching some stuff and aya and hatate are by my sides and I say "you're a bit close" and they edge even closer to me
dreamt someone in this room full of monitors summoned an eldritch worm and tried commanding it but the worm killed him or something, yukari was there and she said "none of my knights are jealous"
dreamt I was in a classroom with yukari and she asks "what's more important, first kiss or last spurt?" and I say "both" and she says "that's the easy answer", there was a picture of her in space with a haunter pokemon's face upon her parasol and blue and violet stars with text like "requiem for the blue and violet"
dreamt I was in a classroom with yukari and she was teaching us japanese, I ask what it means when a single vowel like あ has a tenten

dreamt yukari was my ex-master and the thought of her being my master again made me shudder.
dreamt I was at the games of a championship, yukari sung the opening, a song praising the gods and the dragon, it was so bewitchingly beautiful it rung in my head for the entirety of the dream, participants had to accomplish two of three challenges to make it to the next stage, I had a challenge to retrieve a food ball that was near a dozing guardian ape holding a black knight great axe, I was crawling in a little temple nearby him when my eyes adjusted and suddenly I realised I was surrounded by monkeys, though they weren't all that bothered by me I panicked, got up and started running off , the monkeys made noise which alerted the ape who apparently chased me but I left the challenge, someone was asking me about the definition of a champion and I said "someone that is a vessel for countless souls", I was walking a wooden path and there were many signs pointing to different biomes that housed challenges, I talked with someone and he mentioned a mountain in japan that anyone would know and I asked "fuji?" but he said no, and that only a stupid idiot wouldn't know the one he was talking about and I say "is it mt. stupid idiot?" and suddenly woke up as if I got kicked out of the dream, immediately tried to recall yukari's song but felt the memory burn away as I tried to think of it and was quite sad
dreamt I see yukari and yoda is nearby and I got to him and say "I don't like you or the series you're from, but gimme advice" and he says "clean your room, change your habits"
dreamt I was at a table with a not-so-pretty girl and playing chess with a dude before I get up and stand around for a bit before I see hecatia enter the building, I follow her and she enters a room with rows of chairs and there were several people dressed as her, I also got to dress as her and was proud of it though the loose lowcut shirt was quite tight, I raced daiyousei for the seat next to hecatia and the fairies verbally calls it but I take the seat just before her and she scorches me with a flame and leaves, hecatia fixes my clothes for me and the person at the front of the room says I have to sign in but hecatia already signed me in as "soeltaar" with a awesome looking demonic star illustrated beside it
dreamt I went to gensokyo and was at an xmas party, unwrap a present and there's a cool t-shirt inside so I'm happy and I see hecatia smile
