Gou/Sotsu could've made the rules whatever it wanted, a lot of this shit isn't concrete. Eua's role lets her do whatever the fuck she wants anyway but for some reason she did the most boring shit possible while laughing like a hyena.
HS could've still existed, memory leaks could've been treated differently(done better), usual events in the fragments could go differently and whatever other rules they made up didn't have to be that way.
