Technically, it's the Don Quixote management that claimed that they owned AKB's image royalties, purportedly because they signed some sort of mutual contract with AKS back when the group was just formed.
I remember that Kyoraku and Don Quixote even got into a litigation a few months ago because the latter expected the former to share a part of their profit on account of that. Of course that's the first time anyone ever heard that such an agreement was signed and I doubt it ever came into effect at any point in time, so I wonder how it turned out in the end.
