Seija is not based on Ryuko. DDC's first trial came out on May 26th, 2013 and the full release came out 3 months later in August 2013. KLK came out in October 2013. The first promo image was teased on Feburary 2013, pic related. The hair color isn't even remotely clear. News was silent until the project (with the full character designs) was revealed on May 8th, 2013. So unless you're saying that ZUN somehow made stages 4~EX all in 3 months, then it's impossible. DDC was in development for months before the trial, in case you're forgetting. No, Seija is not based on Ryuko. She existed before Ryuko was even revealed to the public.
