Nothing wrong with Shimakaze, Kagerous and Murasame. They are combat capable.
Now, Tenryuu and Mutsukis on the other hand... Well there's someone here who has a lucked infused Tenryuu and her stats are at least DD tier so I'm sure you can make it work.

Nothing special about leveling them on expeditions though. I level them in combat and pvp instead.
Speaking of which can anyone tell me if leveling DDs on 5-4 is better than 4-3? I remember someone mentioning that. If so, how do you do that?

I'm trying to finish off my last four missing Kai nis excluding Lebe and Max before tomorrow.
