I am going to assume that you haven't played her imas2 route, then. Here's the deal. Did you even finish SP yet?

In SP, Hibiki is your RIVAL. This is just the way she acts towards rivals. Especially in the beginning when she finds out that you are from a rival agency.

However, slowly she is getting more friendly with you and starts to see that you are perhaps a kind person after all and that Kuroi was just lying.

In her route, she is a very kind girl. Though, we do see her attitude against rivals again once she faces Touma.
