I would wager that she's simply a reserved or private type of girl, and that she's bringing in enough yen to live a modest, unbothered life doing what is almost freelance work. For what it's worth, her Bitfan says it includes a lot of personal updates so it makes sense she's quiet otherwise.
Booking a photo session with her is very very pricey, but it guarantees her a full day of work. The odd part to me is the photo CDs, like I get they can be compiled just by her staff and sold cheaply, but it seems inefficient compared to a self-published Kindle PB. Still, it scratches the itch for physical merchandise along with her cheki.
And even though she doesn't use YouTube or post many personal photos, she's always giving long text updates to her Twitter that are warm and personal, and takes time to reply to comments. I would imagine her fanclub is more of the same personal attention and slices of life; if she has even 30 people subscribed to her VIP tier, she's making like 1200 bucks a month just on that.
And she has some form of staff as seen by the alt account on Twitter, which would be at least a dedicated manager... Clearly she or someone close to her has an eye for business and finance to pull it off.

She only seemed to come from nowhere because she got algorithmed into gravure SNS after announcing she would focus in. Even before when she was shooting her first CD I was seeing her in my recommended, but the quiet nature of the account made me wonder if it was an idol fan page.
