The actual size of Sacchan is unkown, as ZUN himself said that sprite sizes should not be used to determine actual character heights. She also doesn't have any ending dialogue (unlike Shinki, who can clearly be seen to be a lot taller than Alice in the ending of MS), so her height with respect any other characters cannot also be determined that way. And of course, she has no other canon appearances outside of HRtP.

In my headcanon Shinki and Sacchan are both very tall, almost of equal height, while Elis is tiny, < 5'.
