It's derived from two values (pic related), yes one of them is recognition. The other value is basically asking those people who do recognize the person if they are interested in that person.
For example, 61% of people surveyed recognize Shiraishi Mai. Out of those who recognize her, 73% said they are interested in her. Thus 0.61 x 0.73 = 0.4453. This result is the second column of the colorful list in English posted above. If they surveyed 100,000 people it would mean 44,530 people were interested in her.
Now take Yukirin as an example. 66% of people surveyed recognize Yukirin. Out of those who recognize her, 44.5% said they are interested in her. Thus 0.66 x 0.445 = 0.2937. Once again, this result is what the second column of the English list says. If they surveyed 100,000 people it would mean 29,370 people were interested in her.
More people recognize Yukirin but clearly more people are interested in Shiraishi Mai. Makes sense since Yukirin's former high popularity has faded over the last 3 years or so (people still recognize her but some have lost interest) whereas Maiyan's popularity exploded the last two years or so.
