yeah, some weapons are considered off the table because they're unnecessarily cruel or because they don't discriminate. You can aim a gun or guide a bomb, but poison gas can't tell the difference between soldiers and civilians. Both sides gassed each other to hell during WWI because each side was willing to do whatever it took to break stalemates, since then gas has been vilified and it's been used only a handful of times after that war
