I got that from Febri interview of R07, Febri interview of the anime's director and the niconico stream interview that aired around Gou ep 20.

I don't 100% remember which bit is from which, but Ryuukishi supervising the storyboards was implied because he was surprised at how different the St.Lucia "jail" scene ended up being in the finished product compared to storyboards. He did not expect a literal prison jumpsuit + prison cell. Naoki adapting R07's script to a 3-cour (or just 3-part, I don't remember the exact words) anime script was in one of the Febri interviews.
