What? No. The Special Type Destroyer was a good design. It was better than the Farragut and Mahan classes the US had built at the time. The Special Type Destroyers could not only fill the same role and duty as the Farragut, but could do it better since they had vastly superior torpedo armament.
The only ships the Japs built that were bad at their role were the Aganos and the Tones because their armament was reduced due to the destroyer leader concept and the aborted fetus of the CAV idea.
I mean, fuck. Their doctrine wasn't even the worst of all the countries involved in the war, they at least had an almost reasonable plan based on the tactical data they had on-hand at the time. It was certainly much better than the krauts' Plan Z or the Americans denial of the convoy system.
