I think Ciel is cute but she suffers from a lack of focus. In most routes she is basically just a competent person/plot device who helps Tohno-kun. Then when you get to the spin-offs she is flanderized so horribly I can't blame people for disliking her, because almost all she talks about is curry which is kind of a boring trait to focus on. At least when Arc acts super moe it's kind of endearing, plus it's something you can apply differently to different scenarios with different outcomes. In the manga at least it goes more in depth on her guilt/desire to repent for the whole Roa situation, and she gets some scenes focusing on her specifically. I think Nasu just doesn't know what to do with her, or maybe he just didn't execute his ideas for her route very well leading to peoples disdain for Ciel.
