She's been drawing Noel since pretty much her debut and did art for her anniversaries and birthdays. Most recently she did the art for her Lyrical Live back in June and merch. So Noel is at least paying her for her work but I'm sure she's just glad to do it since she seems like a big supporter of her.
That said, she also draws Canan a lot and I can see how people might make the connection. Canan also commissioned art from memstapak for the FC site banner which he also draws a ton of Noel. It is nice that Noel has opened her up to all these artists that she probably wouldn't have if she didn't join Hololive. I think at this point she either doesn't care or she can deny any connection. They're just artists drawing for money which is nothing new, there's no clear connection between the two. I've noticed they never upload their Canan artwork. I did a dive on pixiv and stuff and either I can't find her tag or it's something else. Usually have to dig through Twitter and Canna's likes and retweets for her artwork.
