They're referenced as kids by Battler in episode 4 ("幼そうな魔女", translated as just "young looking", but "幼" specifically would reference children) and their sprites are clearly noticeably shorter than Jessica's, Ange's or the stakes who are meant to look like high schoolers.

I generally think they're meant to be middle school looking, which would explains the breasts. Erika is outright said to resemble a middle schooler, and she has breasts. So it seems fine for R07.
