I can't speak for 22/7 but WUG seemed to focus on the seiyuu from the start since they based the anime characters on them. They were proto Aqours in that regard but without the huge Love Live name behind them. The anime did WUG absolutely no favors which is why they continued to focus on promoting the seiyuu as themselves and eventually did some songs for other anime. They realized the fan demand was there but they weren't able to fully capitalize on it for many reasons.
May WUG rest in peace in the idol heavens.
