I think the reason why people like Undertale is just because of the amount of feeling put into the game.
The gameplay itself isn't particularly astounding, but it's carried by the fact that it's mechanics stay fresh, are creatively mixed, and intergrates well with the narrative.
It's not that long, either. Hell, it won't take you longer than 10 hours for two playthroughs, which is potentially all you need. If you're speedy, you might even be able to fit three playthroughs into there. So it's short as fuck, probably as a compromise for all the stuff packed in. There's flavour text almost everywhere, and characters have a lot of dialogue reacting to your actions, etc.
The last couple of bosses are arguably easier than some of the fights leading up the climax of the game, too. There's even one which is impossible to lose on. So the game definitely relies on its narrative, and the player actually being emotionally invested in the story.

When people recommend it so rabidly, it's because they've felt something strong towards it, and they want other people to feel that way so that they can share something. All humans want to people to empaphise with them and support their opinions. That's probably why a game which can elicit a strong emotional reaction is recommended as often and as strongly as it is.

But I think the most important thing of all is that we instead talk about how perfect wolfgirls are. God, I just want to fuck Momiji in the middle of a forest during autumn.
