There's also the fact that Reimu will go nuclear if youkai start shit in the village. And humans know that youkai know that. So even if Yuuka could easily raze the village, humans know it would be suicide for her.
But on the other hand it is in the youkais' nature to want to start shit with the humans, and there's always the risk of one of them going berserk of being unaware of the rules.
Being around Yuuka is like being around a weirdo with a gun irl: they could kill you in mere seconds, it would be suicide for them, but they still could.
Which is also a reason for the different youkai factions to infiltrate the village: to monitor things from the inside and make sure no one is trying to one-up them.
Because humans are ultimately a ressource to youkai. Sure you could kill your cow and make a feast out of its meat, but then you don't have your food source anymore and you starve off. In the long term it's more sustainable to drink its milk instead, even though its meat is tastier and richer. Here the milk is fear and the meat is meat.
Reimu role is to ensure the cows don't get milked nonstop and still manage to lead a relatively peaceful and happy life, especially in this fancy meadow in the middle of Gensokyo.
As such each youkai/faction have their own reputation. Suika is known to just want harmless fun, rabbits and kappa are known to want to do business and ultimately not care much about being feared, Tatara is known to be useless, and Yuuka is known to be hard to get(thus people stay warry of her).

Anyway what I'm trying to say is: Suika is cute.
