You raise a good point. There are several possible interpretations out there.
Maybe she simply hasn't started wearing bras yet. She could be waiting for Rika to grow a bit more so that they can shop for them together. Or maybe she neglected to wear one that day due to the heat, fearing that dainty garment would get tarnished in such weather. frequent observations as to when/if she normally wears them are necessary in order to check the viability of such possibilities. Same goes for any habit of leaving her shirt unbuttoned. Is it a careless mistake, or something she'd never be unaware of?
