The guy who did the lines for the Three Fairies used Luna because she's seen as the most sensible of the three that'd actually properly look after a lost human child than to do weird pranks on them. She's written as such in TW, and if you activate her lines for shota/loli, there's even an option to change some of her stats to better reflect her as the responsible one of the three. Not that those stats really matter in TW for NPCs, but I suppose you could headcanon stuff better like Luna teaching shota/loli (You) how to cook and stuff.

Then this is with Star's interactions included into Luna's first meeting dialogue. In both instances when they're all together it looks like they do their Three Fairy Meeting Huddle to make a decision on something, instead of making it seem like it's all Luna's decision (if only Luna or Luna + Sunny or Star). Though on that note, it looks like the author used a different tone of blue on Star, which then makes the blue text in Luna + Sunny here >>43410534 a bug, since it's supposed to be Star saying that but in that instance Star wasn't there, and Sunny definitely isn't an ara ara type. Maybe Sunny has something she says there as well but due to the coding bug it's showing only Star's? Someone would have to look at the dialogue file to see if it's intended or not.
